Our Leadership
Joseph Nelson, Chief Executive Officer
Joe is a highly skilled Program Manager (PM) / Chief Information Officer (CIO) / Chief Executive Officer (CEO) with over 25 years of government experience in healthcare administration, information management, and healthcare technology. He previously worked as VA Program Manager for Veterans Health Information Exchange (VHIE/VLER) Implementation, Joint VA/DOD Interoperability, and Private Sector Interoperability/Sharing. He is a retired Navy Medical Service Corps, Health Information Systems Officer with experience in numerous health care and technology administrator positions including Chief Information Officer (CIO) for the Naval Hospital Great Lakes, Illinois, where he was awarded the Navy Medicine CIO of the year award in 2005. He also helped lead the technology planning and activation of The Captain James A. Lovell Federal Health Care Center (FHCC), a first-of-its-kind partnership between the U. S. Department of Veterans Affairs and the Department of Defense (DoD). Previous positions include Director of Naval Officer Recruiting Station Madison, Healthcare Administrator at National Naval Medical Center, Department Head Network Operations at Naval Medical Information Management Center, and Healthcare Administrator at Naval Dental Research Institute. Joe holds a Master of Science in Information Technology Management and a Bachelor of Science in Health Care Management.
Charles Foster, Chief Operating Officer
Chuck brings both government and commercial experience in healthcare administration, information management, and information technology. His experience includes Navy Medical Service Corps, Health Information Systems Officer, and Navy Fellow at Department of Veterans Affairs OI&T Enterprise Architecture Management, Engineering Quality Service. Chuck served in multiple staff organizations including the Chief Information Officer (CIO) Office at Navy Bureau of Medicine and Surgery (BUMED) and facility CIO positions at US Naval Hospital Sigonella and US Naval Hospital Okinawa. Following a 23-year Navy career his work included leadership positions at a commercial patient engagement software firm and IS&T Business Operations at a commercial healthcare system, where he led strategic finance and overall contracts management for the operation. Chuck holds a Master of Science in Information Resources Management and a Bachelor of Science in Health Care Management.

Contract Experience
FordHall Technology supports VA Office of Information and Technology Executive Support Service as a sub-contractor on the Transformation Twenty-One Total Technology-Next Generation (T4NG) Multiple Award, Indefinite Delivery, Indefinite Quantity (IDIQ) contract. T4NG is an enterprise contractual solution covering a wide range of Information Technology (IT) and Health IT services, including program management and strategic planning, systems and software engineering, enterprise networks, cyber security, operations and maintenance.
FordHall Technology supports VHA Clinical Informatics Data Management Office (CIDMO) Program Management Office (PMO) as a sub-contractor on the VECTOR IDIQ contract that supports the Department of Veteran Affairs (VA) business and management support needs. VECTOR IDIQ contract allows federal agencies to acquire business and management services in multiple service areas.
FordHall Technology supports Veterans Health Information Exchange (VHIE) as a sub-contractor on the VHIE Engagement contract. The Contract includes operational and implementation services by providing Engagement Coordinators and support staff to support implementation and adoption of VHIE tools at 18 Veterans Integrated Service Networks (VISNs) and 160+ VAMCs and associated CBOCs nationwide. Coordinators engage medical center leadership and train VA healthcare providers (e.g., physicians, nurses, social workers, and other caregivers) and support staff by providing education, training, outreach and support of VHIE technologies.
FordHall Technology is a sub-contractor on VHA Integrated Critical Staffing Program (ICSP) IDIQ contract. The VHA ICSP contract seeks to provide clinical and non-clinical staffing support, program management, human capital and other professional services to meet critical staffing needs and key program requirements.
FordHall Technology supports SSA Systems Information Technology Support (SITS) as a sub-contractor on this Blanket Purchase Agreement (BPA) providing enterprise program management and IT support for 62K federal SSA employees, 1,500+ facilities including regional offices, 1,230 field offices, and other SSA locations, from mainframe support, specific applications to program management/business process analysis
FordHall Technology is a partner on the dotIT (Joint Venture: IT Concepts and Deloitte) team that was awarded a global multiple award IDIQ contract to provide support for non-personal standardized enterprise information technology support services. This contract will acquire IT services across the Defense Health Agency enterprise supporting medical treatment facilities and other lines of business through the use of Geographic Service Providers (GSP). The nine GSP scope areas include: IT Service Desk; Application and Web Development; Identity Management and Desktop Services; Data Center Operations; Information Assurance; Network Operations; Telecommunications; Clinical Informatics; and Information Business Operations.
